Saudi Arabia is a signatory to the 
Hague Apostille Convention. This means that official documents issued in other signatory countries can be certified by an Apostille Stamp in the country where they have been issued. This stamp will generally be accepted directly by Saudi authorities as confirmation of the document’s authenticity without need for further certification in Saudi Arabia.
However, documents from non-Apostille countries must be legalized by the authorities of the issuing country and then attested by the local Saudi embassy or consulate. This applies to documents in countries such as: United Arab Emirates - Taiwan - Malaysia - Thailand - Qatar
Attesting Degree Certificates for Saudi Arabia
- University Degree Certificates from countries which do not issue Apostilles require attestation by the Saudi embassy. Before submission to the embassy, they must be authenticated by the Saudi Cultural Bureau. The Cultural Bureau will verify the certificate with the awarding university. Depending on the country of issue, the Cultural Bureau will require additional supporting documents, including confirmation from a Saudi employer attested by the chamber of commerce in Saudi Arabia. Degrees based on distance or online learning will be rejected.
Verification by the Cultural Bureau can take up to 12 weeks, depending on the country where the degree was issued – this process cannot be expedited.
Degree certificates from Apostille countries, such as the UK, France, USA, Spain and Germany, no longer require attestation by the Cultural Bureau or embassy and can be authenticated for use in Saudi Arabia with an Apostille stamp only.

Certified Translation
When documents are written in a language that is not an official language of Saudi Arabia, then a certified translation may also be required. It is important to ensure that the certified translation is valid for use in Saudi Arabia. Translations not done in Saudi Arabia may require separate legalization alongside the original document.
