Yes - Azerbaijan is a member of the Apostille Convention.

Azerbaijan documents can be legalized for use abroad with an Apostille Stamp from the Ministry of Justice (documents issued by courts, public prosecutors and justice authorities, including notarized documents and civil status certificates) or Ministry of Foreign Affairs (other documents) for other signatory countries without additional certification by the destination country.

When Azerbaijani documents are required for non-apostille countries, such as United Arab Emirates - Taiwan - Malaysia - Thailand - Qatar they need to be legalized by the Ministry of Foreign Affairs and then attested by the embassy of the destination country in Baku.

Exceptions to Apostille Convention (Documents required for Germany)
Germany has objected to the accession of certain States to the Apostille Convention (including Azerbaijan), so that the Convention does not apply between Germany and Azerbaijan. Azerbaijani documents required for use in Germany may also require additional attestation by the German embassy or by the Azerbaijani embassy in Berlin.

Official documents that can be legalized in Azerbaijan with an Apostille stamp include birth, death, marriage certificates, divorce certificates, criminal record and police certificates, company registration and tax documents, court documents, university and academic diplomas, certificates signed by registered doctors etc., documents issued by government authorities. Other documents may require prior certification by a notary or other authority.

Documents required for submission to countries which have not acceded to the Apostille Convention will require additional attestation by the embassy of the recipient country.

An Azerbaijani Apostille is a certificate that is affixed to a public document. It certifies the authenticity of the signature appearing on the document as that of an authorized public official in Azerbaijan and confirms the capacity of that official.

Azerbaijani Apostille stamps are often required when submitting an Azerbaijani document, such as a birth certificate, to the authorities of a foreign country or to a foreign embassy in Azerbaijan (for example, as part of a visa or citizenship application). Apostilles are recognised by the authorities and embassies of countries that are members of the Hague Apostille Convention

Document legalization (or attestation) is a procedure which authenticates a public Azerbaijani document so that it can be submitted in another country for official or legal purposes - for example, if you need to submit an Azerbaijani birth certificate to the authority or embassy of another country, it will often need to be legalized.

Legalizing a document in Azerbaijan certifies the authenticity of the signature appearing on the document as that of an authorized public official in Azerbaijan and confirms the capacity of that official.

• Because Azerbaijan is a member of the Apostille Convention, Azerbaijani documents can be legalized by means of an Apostille Stamp when being submitted to countries that are also members of the Hague Apostille Convention
• If an Azerbaijani document is required for a country that is not a member of the Apostille Convention, it will need to be legalized both by Azerbaijani authorities and by the embassy of the recipient country (embassy in Azerbaijan or non-resident embassy accredited to Azerbaijan).

Police Clearance Certificates from Azerbaijan are issued by the Ministry of Internal Affairs. Applications to receive a criminal record certificate may be submitted to the Main Directorate for Operational and Statistical Information, or to city and district police departments and stations. You can obtain you own certificate or authorise a representative in Azerbaijan. Applicants can be submitted through thee ASAN Service (in Azerbaijani)

Applicants outside Azerbaijan may apply at their nearest Azerbaijan Embassy
