Finnish Apostilles are issued by the Digital and Population Data Services Agency. Documents needed for submission in non-apostille countries are legalized by the Finnish Ministry for Foreign Affairs and will need additional attestation by the embassy of the recipient country.

    Death, marriage and Birth Certificates

    Finnish civil status certificates are issued by the Digital and Population Data Services Agency and are available in Finnish, Swedish, English, Spanish, Italian, French and German.

Paper certificates are required to obtain Apostille Stamps from the Digital and Population Data Services Agency or for legalization by the Ministry of Foreign Affairs.

  • University Degrees

    Apostilles can be obtained for Finnish university diplomas and course transcripts from the Digital and Population Data Services Agency. Original documents issued by the educational institution are required for certification by a notary. The Apostille can then be applied to a notarized true copy.
    University diplomas required for non-apostille countries, such as Vietnam and Taiwan, must be legalized by the Finnish Ministry of Foreign Affairs and then by the recipient embassy.

Apostille Certification

An Apostille Stamp is a simplified procedure of international attestation. Consular Legalization
Consular Legalization is required when a document from Finland is to be used in a non-signatory country. In this case, following authentication by authorities in Finland, the document must be certified a second time in Finland by the embassy representing the country where the document is to be used.

European Union

Submission within the European Union
Certain Finnish documents do not require Apostilles when they are presented to authorities of other European Union countries (the receiving authority should accept the original or a certified copy).

When applying for certain public documents, a multilingual standard form may be requested to accompany the original. A multilingual standard form must always be issued and signed by a Finnish authority, providing a translation aid designed to help the receiving authority to understand a public document which is in a language not accepted by the receiving EU country.

Finnish documents not requiring Apostilles include birth, death, marriage certificates, absence of a criminal record (a clean criminal record of a Finnish citizen), certificates of nationality and residence:

Other Finnish documents, including academic certificates, still require Apostille certification and certified translation to be valid in other EU countries.

Certified Translation

Where Finnish documents are to be used abroad and where the receiving country has a different official language, a sworn or certified may also be required. Report on family relationships

A report on family relationships shows the heirs of a deceased person and may consist of several different certificates issued by the Digital and Population Data Services Agency, Evangelical Lutheran Church and Orthodox Church. The report includes the following data on the subject: current and former names, personal identity code, municipality of birth, marital status and municipality of residence, information on spouses and children, including parents and siblings. Reports are available in Finnish or Swedish.

Finnish Life certificates includes the following information about a person: Current and former names, personal identity code, information that the person is alive, municipality of residence and permanent address. It does not include information on family relationships. You can use a certificate of life to give proof of your basic information and your existence at the certificate's time of issue. You need the certificate for purposes such as estate inventory if you are the heir or the beneficiary of the deceased person.

Finnish Criminal Record Extracts can be obtained from the Legal Register Centre. Paper certificates are required if the certificate is to be legalized or authenticated with an Apostille. If there is no data on criminal records, the extract can be issued in English, German, French or Spanish.
